The DRMS (Defense Reutilization and Marketing Service), formerly known as the DPDS (Defense Property Disposal Service), is the organization responsible for disposing of surplus military equipment, including army vehicles.

The DRMS is tasked with trying to reallocate any military surplus prior to making it available to the public. Their goal is to make sure that assets that have been purchased with public dollars are used  to the benefit of the government as much as possible.

The property is offered in a sequence starting with the DOD (Department of Defense). If they don't need the property, the next step is to make the property available to other federal agencies. After that, the property can be donated to state and local governments along with other qualifying agencies.

If no government bodies or qualifying agencies want the property, then the property is classified as surplus goods and made available to the public through various means, including military vehicle auctions.
